It seems the hi-IN localized values in toolkit/chrome/global/intl.properties were reverted to the en-US default values in Aurora changeset 8eb851349ac2 back in 2009: http://hg.mozilla.org/releases/l10n/mozilla-aurora/hi-IN/diff/8eb851349ac2/toolkit/chrome/global/intl.properties In particular, the values of the preferences 'general.useragent.locale', 'intl.accept_languages', and 'font.language.group' do not reflect the appropriate values for the hi-IN locale. It is recommended that the intl.properties file be synced with the most recent version, which has much improved localization notes, and then relocalized to reflect the best values for this locale.
