784723 - Missing header/footer images in personas approval queue

There are reports that header or footer images are not showing in the personas review queue, and approvers have no choice but to reject them because they cannot see the image. Presumably, the image does exist and is probably in the right format, because the author wouldn't have been able to submit it otherwise.

I did the first screenshot, so I thought to post the links of two other screen where you see the same problem.
The time written next the link refers when the theme has been sent for review, but in Italy.

Thanks for filing this.  Due to resource constraints we are closing bugs which we won't realistically be able to fix.  If you have a patch that applies to this bug please reopen.
