Otherwise you don't get any CSS!

So the local.py-dist file has this and our install docs already explains to copy this file. Isn't that enough?
I think I had a problem where the preprocess wasn't working even WITH the local.py-dist line, I don't remember, or maybe I was just confused. Either way, I can no longer reproduce any issue with this based on standard bedrock install procedure.
