79157 - Resurrect plain text editor

For Linux embedding, we need minimum footprint, hence the plain text editor
separation. Based on email conversation, it appears to have bitrotted. Need to
resurrect this. 

I've also filed bug 79155 on making this part of the daily gtkEmbed build so it
doesn't bitrot again.

I just attatched the patches I used to get Win32 and Linux building again. I
made building of the the Plaintext library mandatory in the Phase 2 Editor
source reorg code ... let me see if I can dig it up and perhaps integrate it
into our current "old" build hierarchy.

Note the changes I am talking about will build the library, but not install it
in the dist/bin/components directory.

Fix for Win32 and Linux checked into trunk:

    mozilla/editor/base/Makefile.in             revision 1.70
    mozilla/editor/base/makefile.win            revision 1.81
    mozilla/editor/base/TransactionFactory.cpp  revision 1.16

Will work with Joe to fix this on Mac next week.

I believe I am holding all the needed mac changes for this in my tree.  I'd 
put in a patch but 90% of it is changes to the editor.mcp file.
