Best I can tell, the "What's New in {product}" page hasn't changed in ages, so see no reason the regular updates can't be more silent and not bother opening this new tab.
Although given the significant UI changes that just landed in earlybird, I'd suggest you overhaul that page as this release rolls out, then drop it in later releases when the updates don't change much that is visible...
The What's New Page has been through a complete rewamping process for TB15 as we had to describe - Chat, Do Not Track, Ubuntu partnership and Australis... Have you seen it?

Nope - I'm on earlybird 17, and when the most recent update was applied, and when I go to Help->What's New, I get what looks like the same page I've seen for the last couple of years - headings "Faster, Safer and More Stable", "Easier to Get Started", "Add-ons Manager" and "More Features to Try".  There is no specific information about changes, nothing about Chat, or Do Not Track, the new UI, or anything specific at all.
Yeah, the earlybird page doesn't change much and same for nightly. I guess we could keep the earlybird one going, but actually use it, or just disable it entirely, but I think I'd only be happy with that if we had tests to cover it fully - I'd be a bit nervous using it for release without having had consistent testing for it.
I haven't seen it lately (I use nightlies), but anyways, I don't think we want to spend time implementing special behavior for non-release builds given it's a very small problem in the grand scheme of things. For releases we of course want to have the page.
