I did a load testing of the GEOIP server -- works fine

We still need to compare how marketplace peforms with and without the GEOIP middleware activated, to see if we don't add to much overhead.
Target Milestone: --- → 2012-09-27
Marteau can be used directly for this with the existing load test, so it's just a matter of deploying the middleware to stage
Geoip is currently disabled on stage. We will need to add 'GEOIP_NOOP = 0' to the settings file when we are ready to load test with GEOIP.

Enabled on stage.
not relevant anymore since the geoip daemon was/is being removed
