If you have a command in your history where the final cursor position is in a parameter which always creates a menu popup then the up/down arrows are stolen by the menu rather than by history.

If we're in history mode then we should probably have no menus, or better we should probably have a history menu.

A similar case worth considering when addressing this is when there is a parameter that is NOT in the final position, but whose previously-used completion value is no longer valid (eg.- the cwd has changed in the interim so a previously-valid relative path value is no longer valid).  In this case the interfering menu popup is also shown even though the cursor is not at invalid parameter's location, in order to show its error message.
