## Environment :
Otoro phone, build 2012-07-24
Taken from default.xml in b2g-distro:

## Repro :
1. go to settings
2. go to Language & Region
3. select Arabic

## Expected :
* when panning up and down, some sort of scrollbar indicator

## Actual :
* scrollbar spacing is left on the right hand side, but no scrollbar indicator

This issue is verified fixed on Flame 2.2.

A scroll bar appears when scrolling in the settings menu when set to the Arabic language.

This issue is verified fixed on Flame 1.4.

The scroll bar appears when scrolling in the settings menu, when set to any of the RTL languages.
