## Steps to Reproduce

1. Go to marketplace and install a Web App (Chain Reaction)
2. Go to the homescreen and try launch some apps

## Expected

The apps should be able to be launched within a short period of time.

## Actual

Occasionally, I've hit cases where I can't launch apps at all for a period of time. Looks like a perf problem, cause eventually I'm able to launch the apps. I've hit this issue three times so far, but not consistently.

Keeping this open while that bugzilla bug is open in case we find out changes on Gaia is needed.
