when the keyboard has suggestions to display it gets bigger and then when you type a space and it has no suggestions it gets smaller.  This happens a lot and it is distracting.  

For latin keyboards, the suggestion area is not very high, and we should just keep it displayed permanently if suggestions are enabled.  (For Asian IMEs, the suggestion area is tall and it may need to open and close.)

For Spanish & other Latin scrips(French,German, Norwegian), The suggestions area is not displayed.

This isn't the bug to reopen for that. Please close this and file a new one.

But note that just setting the keyboard layout is not enough to get suggestions in the language of that layout.  You have to actually set the language in the settings app if you want to get suggestions in that language.
