798461 - rename/realign pandas and panda relays

jmaher: ctalbert: you guys are currently the only ones using pandas, right?  we've had a request to rename the boards and the relays to zero pad them out further
we'd also like to realign the relays so that they're in the chassis whose number they share.

panda-relay-02 -> panda-relay-004
panda-relay-03 -> panda-relay-005
panda-relay-04 -> panda-relay-003
panda-realy-05 -> panda-relay-006
panda-relay-06 -> panda-realy-002

Then all the individual panda boards will get an extra leading zero:

panda-001 -> panda-0001
...


I want to try to coordinate a time with you guys to do this so we don't interrupt your testing.

Also, apparently it's really hard for me to type relay.  :D

All of the panda and panda relays have been updated in inventory.
I've also added/corrected the system.relay.0 setting (that tells you which relay controller/bank/relay) it's connected to) for pandas 0022 - 0081
