steps to reproduce:
1. Load https://marketplace-dev.allizom.org/admin/apps/featured
2. Pick an app which supports only "Worldwide"
3. Feature it for "Worldwide and Brazil"

expected behavior:
We error out when an app is featured for a region where it is not supported.

observed behavior:
We allow unsupported apps to be featured for a particular region
Yeah, what ends up happening is admins feature the apps for a region and it's excluded in that region. It's bad news!
