80245 - Helper apps dialog needs UI cleanup

I got this (new?) dialog for the first time today, and boy was I surprised. I
have a bunch of UI nits to tell you:

1. The textfields' height are too high.
2. The radiobuttons' disabled/enabled is horked in different ways.
3. [Optional nit] The wording could need a revising too.

reassigning to law (who wrote the dialog). law, is this covered by the various
bugs you already have on this thing?

Ben Goodger has a bug for tweaking this dialog.

What's the issue with the wording?  It's as spec'd.  We're past l10n freeze so
I'd like to resolve that issue asap.

This dialog is completely re-worked now.  Resolving this one as FIXED.

vrfy'ing as fixed. there are seperate bugs for additional cleanup and the
upcoming download manager...
