The data in the graph on the dashboard is in Pacific Time. Ergo, should we:

1. add a note below the graph stating this
2. instead switch on USE_TZ, store all data in UTC, and show all data in UTC
3. do nothing

I'm pretty sure Cheng said he prefers things in Pacific Time. If that's the case, then this is just an issue of whether or not to note that below the graph or somewhere else on that page since all the datetimes on that page are in Pacific Time.
Putting these in my queue for this quarter.
