Steps to reproduce:

In about:permissions, Setting Offline Storage for websites to "Allow"


Actual results:

Firefox continuously prompt Offline Storage whenever I visited the website.
When I clicked "Allow" on the pop-up, and then go to about:permissions, the offline storage option for that site actually read "Always ask" but actually never ask again.


Expected results:

The Allow option should always allow offline storage and does not prompt the user, and the Always Ask option should always prompt the user instead of just "allowing" offline storage
