When I surf to a slow site and the page gets loaded except som image I see that
the cpu time get up to nearly 100% until all the images are loaded.
That makes it allmost impossible to scroll down a page that isn't completly
loaded. And the browser feels slow.

But when I use viewer instead of apprunner I'm able to scroll down not completly
loaded pages, and the browser feels a lot faster.

The matter is particularly jarring as cycles the Win98 Apprunner build of
1999061509. Visit sites such as http://slashdot.org/, http://www.spaceviews.com/
or http://www.msss.com/mars/global_surveyor/camera/images/index.html ... or,
indeed, any moderately intensive site. Mozilla hangs on this machine, failing to
refresh the display while it ravenously consumes CPU time... until all is
loaded. This is a slayer of casual-tester interest.

I'm moving this to target M9, Necko will be enabled somewhere during late M8 or
early M9.  We will need to get on this and it cannot be postponed past the M9
milestone.

Changing all Networking Library/Browser bugs to Networking-Core component for
Browser.

Occasionally, Bugzilla will burp and cause Verified bugs to reopen when I do
this in a bulk change.  If this happens, I will fix. ;-)
