[camera] starting the camera app from the "lock screen" is completely broken

STR:
* click top button to show the "locl screen"
* slide to the left to start the camera app
* you can start taking pictures/videos

instead:
* you get a black screen with 2 icons at the bottom to select camera and video
* you can't take photos
What platform does this happen on?  I just tested on unagi (recent as of noon-EDT today) and opening the camera from the lock screen, I can take pictures and record video.
Oh, nevermind--I see it's unagi.  Likely this is fixed in the tree but not pushed out to dogfooders yet.

We're not able to repro with yesterday's stable build. Please reopen if you're still able to repro.
