Currently, the user can adjust the volume slider even when the ringer is off. This is counter-intuitive because adjusting the slider perceptively does nothing (the user doesn't hear the difference in volume). If possible, the slider should be greyed out.

Note: If this is too difficult to do, or will take too much time, I'm ok with removing this requirement. But if it isn't too hard, it's a nice touch to the UI, and makes our OS feel like it's responding to the user.

Let's assume that when users go deep to the sound setting panel, they tend to adjust volume. Therefore, we should provide them a capability to adjust it. They will need to sense the sound effect of their adjustment as well.

Therefore volume slider shouldn't be greyed out. It won't be a counter-intuitive issue after they slide right the volume slider to set the ringer on.
