1. Change the "Select Continent" page title, because not all entries in this list are continents. Change the title to "Select Time Zone" instead.

2. The list items "Indian", "Atlantic", "Pacific", "Arctic" are confusing to the average user. I'm assuming these are islands located in these oceans? Is there any way to include them within the continents instead? If not, we need to find a better way of labeling this mixed list. 

3. What is the difference between the "UTC" category and the "Manual Offsets" category?

I can propose a tweak to this organization scheme (won't be a big change) once I get some feedback about my questions.

I'd say "Select Region" rather than "Select Time Zone", as you aren't selecting a time zone on that screen either.

Re: 2. Yes, they are for islands. IMO they should be renamed "Indian Ocean" etc. I found this bug too.

Once bug 816940 is fixed, we’ll be able to merge the two drop-down lists into one list + sub-lists. The plan for now is to keep the 2-step region/city thing, but suggestions are welcome.

 Sure, although I don't really like the idea of having oceans in here :) I guess this is just til we get a better picker.

Meh, I think it's the best we're going to be able to do for now.
