if builds don't get a buildid, then their logs can't be uploaded, and then nagios complains.

buildbot generally provides a buildid that corresponds to when the scheduler runs. we can pass this to the build system via MOZ_BUILD_DATE. we should also save as a property the buildid that we end up using, whether it comes from MOZ_BUILD_DATE or is generated as part of the build.
