STR:

1. Go to settings -> Cullular & Data -> Network Operators
2. Switch off automatic selection
3. Wait for operators to show up
4. Switch automatic selection back on

Expected:

1. Selections being removed from the screen

Actual:

1. Selections is still there, along with the "Turn off ... label"

blocking? since this is confusing, add Settings app sends the wrong commands to API if user choose any of the dead entries.
