Details

There might be a case when we will want to feature an app only on Firefox OS even though it supports multiple devices (App may function excellently in one device and have many bugs in another). 

We should support this usecase in the Featured Manager.
the feature manager is being spec'd out now and bugs will be filed off of the requirements doc (and tracked together).  wontfixing this.
