Details

We'd like to get kpiggybank up and running so that we're collecting data.

(We can track the setup for the KPI dashboard as a separate task, as that can happen later.)

Keep data around for 6 months
Back of the envelope size calculations: 
If project 60M brings us 60M new users, say 10M sign in each day.  We sample at 1% rate, so that's 100k records of 1k size per day, stored for 180 days = 18GB.  Multiply by 5 for db overhead and you get 100GB or so on disk for the entire database.
fwiw, Ben mentioned that it might make sense to host this on aws
Closing this old bug as we're tracking kpi work in github anyhow
