Details
In App Permissions, you can revoke permissions for certified apps, and this shouldn't be able to happen. For example, you shouldn't be able to revoke Telephony permissions for the dialer app.

We do not show certified apps in the App Permissions section on user builds. It's not a regression, it was always like this on eng builds. That said we plan to display the certified apps anyway and make their permissions un-editable see bug 811281. We're missing a platform piece to know if a permission was granted implicitly, Gregor is working on it.

That does not happens in a 'user' build.
