## Repro :
1. go to settings -> languages and set to french
2. long tap on home and then close the settings app
3. launch settings and go to languages

## Expected :
1. French is selected in the drop down

## Actual :
1. Arabic is shown

same thing happens when you select chinese...   It's not caching the language correctly.
