The timezone map is wrong for PST

STR:
1. On FTU, change timezone to -08:00.
2. Map shows Alaska.

Should show PST region

There are some issues with the timezones and the maps, even more after latest changes. 

Still in need for some of the assets for half hour timezones, for example.

Bringing in someone from UX to provide some info

Changing location to "New York" makes a strip in the middle of the USA (far from New York) become highlighted, too.

I can confirm this. I see US timezones shifted west by one hour, like an off-by-one bug somewhere
