It should be possible for users to write and read why a tag is being used on a certain page. For example, if the CSS Media Queries page had a "Standard" tag, the description might me something like "CSS Media Queries were made a W3C Recommendation in early 2012." Sheppy mentioned that while there may be use cases for this, there may not be enough to make this a priority. We could just use comments to track this information instead.
