819142 - staging b2g permissions not correct and/or being overwritten by puppet

Description

[Hal Wine [:hwine] use NI!]

The permissions on /pub/mozilla.org/b2g/tinderbox-builds appear to be incorrect and/or being reset.

Both user ffxbld & user b2gbld need write access to the directory

I just manually set it to:
drwxr-xr-x  7 ffxbld firefox 4096 Dec  6 03:31 nightly
drwxrwxr-x 53 ffxbld b2gbld  4096 Dec  6 15:28 tinderbox-builds
drwxr-xr-x 12 b2gtry b2gtry  4096 Sep 25 12:36 try-builds

I doubt we'll ever get to this. We probably need to replace dev-stage01 puppet manifests with something in PuppetAgain.
