I'd like to use celery on the webpay app to hit the Solitude/Bango API as a background task. Can we get some workers set up? Just let me know what the settings should be. We'll probably want something like this: https://github.com/mozilla/zamboni/blob/master/lib/settings_base.py#L1040

https://github.com/mozilla/webpay/pull/12 to fix restarting of celery on deploy.

Done. celery workers are configured on -dev for webpay. I have setup a separate vhost in rabbitmq for webpay tasks.
