## Environment :
Unagi phone, build 2012-12-12

## Repro :
1. go to news.google.com
2. long tap on a link
3. open in a new tab
4. go down to another link
5. long tap on another link.

## Expected :
1. a reload button that is accessible

## Actual :
2. a reload button that is not accessible

## Note :
1. Inconsistent... I got the right visual for one time, but another time I didn't... not sure the difference.
