[toolbox] Right click -> Inspect should bring toolbox to the foreground

Details
When opening the toolbox, it can be hidden behind the browser window. Right click -> inspect then has no visible effect, unless we bring the toolbox into the foreground.

We could do that for the contextual menu. But not for unlocking/locking via the infobar. See bug 818442. But maybe we can reconsider that.

I remember the same bug for Firebug. The problem with bringing an undocked window to the foreground is that it can obscure the content area so we couldn't do this when inspecting elements via mouseover. From the context menu though it does make sense. I would say that we should also do it when locking / unlocking via the infobar.

This issue seems already fixed in Firefox 37.0.2. Should be closed ?
