The user is not able to determine whether an app is downloaded, installed, and ready to use, by glancing at it's icon. Repro Steps: 1. Go to Market place App 2. select an App from one of the categery 3. select the Install option 4. Go back to the home screen Actual Result: The App icon is displaying on the home screen. Expected Result: The user should able to determine whether an app is downloaded, installed and ready to use, by glancing at its icon. Notes: -Repro'd 5/5 Times on diffrent types of Apps

Invalid. For installed hosted apps, the app icon is immediately ready to be used. The rules you describe more apply to hosted apps that preload the appcache and packaged apps.
