I had been trying to test the new download view in the library and kept checking about:config but never saw the pref so I thought my build didn't have the patches yet.

browser.library.useNewDownloadsView should be added to about:config to help people start testing it.
Nope, this preference is there just temporarily while we fix the major issues (the theming was not there and performances were terribile). We will remove it really soon and then the only pref that has any value will be browser.downloads.useToolkitUI to keep using the old manager.
