1. Log in to marketplace and load https://marketplace-dev.allizom.org
2. From the footer, click the Feedback link

expected behavior:
Feedback form opens in a lightbox.

observed behavior:
Feedback link in the footer always loads https://marketplace-dev.allizom.org/settings/feedback
