Right now a buildbot instance that controls a panda device has to have the exact name of the device it wants to control.

We want to move to the "any" model where a controller buildbot instance could grab any of the devices that the mozpool manages.

Unfortunately that will require several places to be adjusted like buildapi's recent reporting and maybe tbpl.

I don't know how to solve buildbot without changing the architecture.
We could perhaps add some note to the "info" column when looking at a builder.

Once we have this in place we might be able to merge the Android and the b2g pools (once we add mozpool re-imaging support to the android devices).
