hacky patch for non parented dialogs

Opening javascript: url was opening a new window with the javascript console in
mozilla 0.9. It does not work in today mozilla cvs.

Maybe a WindowWatcher problem ?

(Also the display of the new certificate dialog in security manager is failing
on  windowWatcher->OpenWindow, not sure if it's related
/mozilla/security/manager/pki/src/nsNSSDialogs.cpp)
I updated my cvs, now it works again :) Maybe was my local problem ..
