In the Certificate Manager, you can click on the titles.  The title column heads
depress as though you are going to be able to re-sort the data.  Instead they
are no-ops.

You might want to resort the data by any of the fields for a variety of reasons.  

When we implement this, the client should remember which column is the "sort by"
column in the prefs file.

The mail client does this correctly in the message header pane.  You can have
threaded email, or you can sort by any of the other fields by clicking on the
column header.

Fixing this bug would require a fair bit of effort. Not many Firefox users use the certificate manager, and an even smaller number have even encountered this issue. Therefore, I don't think it's worth the effort to fix. That said, sometime in the near future we will be redesigning and significantly reimplementing the certificate manager, so perhaps this issue will be fixed or even obviated then.
