As far as I can tell, the box itself seems fine; I can ssh into it via the jumphost, and the perl processes are all running.

This is true. Also, this is NOT in phx1, it's in scl3. Therefore, subject is incorrect.

The summary doesn't say bzapi is in PHX, just that it was down as of the PHX issues. (Presumably doesn't properly handle b.m.o being down)
Things are stable now and bmo should remain available.

I just restarted Apache. That seems to have fixed things.

Don't let the name confuse you. api-dev.bugzilla.mozilla.org is the production BzAPI instance. :)
