User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.8; rv:19.0) Gecko/20100101 Firefox/19.0 Build ID: 20130116072953 Steps to reproduce: 1. open http://hanselman.com/ 2. wait for load to finish and favicon to appear 3. open another tab 4. hover mouse over the hanselman.com tab 5. move mouse away Actual results: 1. in step (4), the favicon changes to a highlighted state 2. in step (5), the favicon flickers to a similar icon, then returns to the normal favicon. The flicker looks like a rescaled or highlighted version of the favicon (see attached video recording). Expected results: The favicon should return to the normal favicon immediately, without displaying the flicker.

Reproduced this issue on Nightly Build. User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.8; rv:21.0) Gecko/20130129 Firefox/21.0 Build ID: 20130129030851. Mention: I was able to reproduce it only with this favicon (http://hanselman.com).
