Steps to reproduce:

1. open http://hanselman.com/
2. wait for load to finish and favicon to appear
3. open another tab
4. hover mouse over the hanselman.com tab
5. move mouse away


Actual results:

1. in step (4), the favicon changes to a highlighted state
2. in step (5), the favicon flickers to a similar icon, then returns to the normal favicon. The flicker looks like a rescaled or highlighted version of the favicon (see attached video recording).


Expected results:

The favicon should return to the normal favicon immediately, without displaying the flicker.
