carbon-cache logs this every minute:

25/01/2013 12:17:08 :: /etc/carbon/storage-aggregation.conf not found, ignoring.

if that file doesn't exist.  Just touching a blank file there seems to make it happy.  We should put a blank file in puppet.
ericz, I will get this added today.
revision 58812 adds the blank file.
Added it to the relays as well.
