Now that OSR/Bailout from Ion<=>Baseline is implemented, we can look at getting Ion+Baseline performance to match and be better than Ion+JM performance.

This is a meta-bug for that purpose.  Do not make optimized-IC-stub bugs depend directly on this bug - those should depend on the BaselineInlineCaches meta-bug.
