It should be localized if creative commons have the translation of human-readable summary page like:
http://creativecommons.org/licenses/by-nc-sa/2.5/deed.ja for ja
http://creativecommons.org/licenses/by-nc-sa/2.5/deed.fr for fr

It should be localized like wikipedia link.

Note this change will only apply to the FAQ page. The rules page translation was handled by our legal department and is only translated in specific locales.
