Launch File button does not activate on save dialog

Reproducible: Always
Steps to Reproduce:
1. Save a file by clicking on its link
2. Wait for it to complete downloading


Actual Results:  Launch File button does not activate

Expected Results:  Launch File button should activate

the launch button isn't activating  because the file you are downloading is an
executable or could otherwise do harm. 


we turned off the ability for mozilla to directly launch executable files for
.9.1. someone is supposed to try to bring up a warning dialog for rtm instead.
bill already has a bug about the warning dialog.
