Details

If I got to a website (like cbc), scroll down, select a story, then go 'back', my position is lost - it starts me back at the top of the page. 

Reproduced in Aurora, Beta, and GA seemingly.

Also can reproduce it most time on Facebook. 

But the BBC mobile site seems to work as expected.

Cache-Control:private, no-cache, no-store, must-revalidate

Which translates to every time you view the site re-download this resource.
Reproducible on desktop Firefox too.  Kevin's right, the cache-control: no-store header will purposely forget layout state data including form values and scroll positions.

Dont think so, they explicitly want the everything reset. I see the same thing in Chrome/Chrome Beta.
