JSOPTION_ASMJS isn't set for the JSContexts used for scratchpad/webconsole, regardless of whether the pref is enabled.  (Apparently, neither is JSOPTION_ION which I copied.)

Might be related to bug 771936 and bug 480245

This now works; I don't have the specific bug to dup, but I think it was all the Jit options hoisting and/or the switching of defaults.
