Realized this doesn't have a bug.

It's in progress.

Current status: Layout and CSS finalized.  Strings finalized.  l10n in progress.

TODO: 
- Listen for postMessage and populate data
- Hook up the pref toggle
- Render the graph
- Logic for tips

I'll file bugs for each of those.  This is the tracker.
v1 is shipped, calling this done.
