Setup Chief for fjord input-dev 

Update cron job and shell script to use Chief
This has been setup and is working at http://inputadm.private.phx1.mozilla.com/chief/input.dev

Confirmed running from CLI: http://inputadm.private.phx1.mozilla.com/chief/input.dev/logs/origin.master.1364146416

And cron: 

Mar 24 11:15:01 inputadm CROND[17036]: (root) CMD (/usr/bin/flock -w 10 /var/lock/input-dev /data/input-dev/src/input-dev.allizom.org/update > /dev/null 2>&1)

The cron job script is hardcoded to use origin/master, so let us know if you want this changed
