Actually it's mfowler@mozilla.com. If it says sfowler@mozilla.com anywhere, please change it. I am having constant trouble with this since I first got hired =(
Also, if anyone can offer an explanation as to how this happened, I'd appreciate it.

Re-enabled your hg bit. The bit is disabled after a period of inactivity. However in a few cases, there is a known bug in the script that disables hg and it disables it sooner. I'm not sure what it was in your case though :(
