Details

The presence of COL elements in the above document changes the sizing of the
tables (makes it worse).  I don't think COL elements without WIDTH attributes
should change anything.

The tables in the above document have their seventh cell in each row about the
same width as the other cells.  This is incorrect - it can be just a bit wider
so that all the cells only have one line of content.  This is what happens
without the COLGROUP and COL elements.

Works for me using July 29 build on Windows 98 (buildid: 1999072908)
"fixed" is probably a more accurate resolution, since the 7/28 changes probably
fixed it.
