I can reproduce the problem in Firefox20 and later

Steps To Reproduce:
1. Start Firefox[win A](No Flash object)
2. Open Private Window(Ctrl+Shift+P)[win B]
3. Open http://www.youtube.com/watch?v=55s3T7VRQSc in [win B]

Actual Results:
  Private Window[win B] behind a normal window[win A]

Expected Results:
  Window order should persist.
